Patricia (“Patsy”) Yang, DrPH
Senior Vice President

Patsy Yang is NYC Health + Hospitals’ Senior Vice President for Correctional Health Services, a division that provides medical, mental health, substance use, dental health, and reentry support services to individuals in the City’s jails. The Division is also an essential partner in the City’s work to reform the criminal justice system. Dr. Yang holds a Bachelor of Arts degree from Brown University, a Master of Public Health degree, and a Doctor of Public Health with Distinction degree from Columbia University.

Aaron Anderson, MPA, MSEd
Senior Director of Finance and Support Services

Aaron Anderson is the Senior Director of Finance and Support Services for NYC Health + Hospitals/Correctional Health Services. Aaron oversees budgeting, grant management, procurement, fleet, inventory management, and warehouse operations, including the Division’s central pharmacy. He holds Bachelor of Arts and Master of Science in Education degrees from the University of Rochester, and a Master of Public Administration degree from Syracuse University.

Nancy Arias, RN
Chief Nursing Officer/Deputy Executive Director

Nancy Arias is the Chief Nursing Officer/Deputy Executive Director for NYC Health + Hospitals/Correctional Health Services. Nancy is responsible for the planning, directing, and managing of the Division’s Nursing and Infection Control Services, overseeing more than 300 staff. She holds an Associate of Applied Science degree from CUNY/New York City Technical College and a Bachelor of Science degree in Nursing from CUNY/Hunter-Bellevue School of Nursing, Hunter College.

Roderick (“Erick”) Calandria, CPHQ, MSN, RN
Senior Director of Quality Management

Erick Calandria is the Senior Director of Quality Management. Erick oversees NYC Health + Hospitals/Correctional Health Services’ quality management program, which is comprised of quality plan, quality assurance, and quality improvement. He holds a Bachelor of Nursing degree from CUNY/College of Staten Island and a Master of Nursing degree from CUNY/Hunter College, and is a Board Certified Professional in Healthcare Quality.

Carlos Castellanos, BS, CCHP
Chief Operations Officer/Deputy Executive Director

Carlos Castellanos is the Chief Operations Officer/Deputy Executive Director for NYC Health + Hospitals/Correctional Health Services. Carlos is responsible for overseeing all jail health operations and the administrative aspects of our expanding pre-arraignment screening and forensic psychiatric evaluation court clinic programs. He holds a Bachelor of Science degree in Criminal Justice from Monroe College and is a Board Certified Professional in Correctional Health Care.

Benjamin Farber, MHA
Chief of Staff

Benjamin Farber is the Chief of Staff for NYC Health + Hospitals/Correctional Health Services. Providing strategic planning and project management oversight to the CHS leadership team, Benjamin ensures cross departmental and agency collaboration. He holds a Master of Health Care Administration degree from A.T. Still University of Health Sciences.

Elizabeth Ford, MD
Chief of Service, Psychiatry

Dr. Elizabeth Ford is the Chief of Psychiatry for NYC Health + Hospitals/Correctional Health Services. Dr. Ford is responsible for the care of individuals with mental health and/or substance use disorders incarcerated in City jails. She holds a Bachelor of Science degree in Biology from Yale University and completed her medical degree at the University of Virginia. She completed her internship and residency in Psychiatry and fellowship in Forensic Psychiatry at the NYU School of Medicine.

Jeffrey Herrera, BA
Senior Director of Information Technology

Jeffrey Herrera is the Senior Director of Information Technology for NYC Health + Hospitals/Correctional Health Services. Jeffrey oversees IT help and support services, reporting solutions, business intelligence, application development, as well as clinical quality support and training. He holds a Bachelor of Arts degree in Political Science from CUNY/Hunter College.

Jessica Laboy, BA
Chief Administrative Officer/Assistant Vice President

Jessica Laboy is the Chief Administrative Officer/Assistant Vice President for NYC Health + Hospitals/Correctional Health Services. Jessica oversees human resource management, credentialing and background administration, occupational health administration, payroll and timekeeping, as well as information technology. She holds a Bachelor of Arts degree in Public Administration from CUNY/John Jay College.

Ross MacDonald, MD
Chief Medical Officer/Senior Assistant Vice President

Dr. Ross MacDonald is the Chief Medical Officer/Senior Assistant Vice President for NYC Health + Hospitals/Correctional Health Services. In this role he oversees the provision of medical, mental health, substance use, nursing, and dental services for patients in the City jail system. He received his medical degree from Weill Cornell Medical College and completed a residency in Social Internal Medicine at Montefiore Medical Center.

Michelle Martelle, MPH
Senior Director of Planning, Evaluation, and Reentry Support Services

Michelle Martelle is the Senior Director of Planning, Evaluation, and Reentry Support Services for NYC Health + Hospitals/Correctional Health Services. Michelle is responsible for leading efforts to ensure continuity of care between jail and community settings; overseeing internal surveillance and program evaluation; and managing external reporting to oversight and regulatory bodies. She holds a Bachelor of Arts degree in Business Administration from the University of Vermont and a Master in Public Health degree from New York University.

Zachary Rosner, MD
Chief of Service, Medicine

Dr. Zachary Rosner is Chief of Service, Medicine for NYC Health + Hospitals/Correctional Health Services. Dr. Rosner is responsible for the care of individuals with physical health issues incarcerated in the City jails, including primary care, specialty care, emergency care, and dental services. He received his medical degree from the University of Chicago, Pritzker School of Medicine and completed his residency in Primary Care and Social Internal Medicine at Montefiore Medical Center/Albert Einstein College of Medicine.

Wilma Soto, BA
Senior Director of Human Resources

Wilma Soto is the Senior Director of Human Resources for NYC Health + Hospitals/Correctional Health Services. Wilma is responsible for the oversight of human resources management, credentialing, talent acquisition, employee engagement, and occupational health and safety administration. She holds a Bachelor of Arts degree from CUNY/Baruch College.

Jennine Ventura, BA
Director of Communications and Public Affairs

Jennine Ventura is the Director of Communications and Public Affairs for NYC Health + Hospitals/Correctional Health Services. In this role, Jennine oversees internal and external communications, serves as the primary media spokesperson, advocates for legislative proposals impacting the Division and its patients, and acts as liaison to community stakeholders and elected officials on behalf of CHS. She holds a Bachelor of Arts degree in Political Science from the University of Rochester.

Amy-Monique Waddell, MSW
Senior Director of Operations

Amy-Monique Waddell is the Senior Director of Operations for NYC Health + Hospitals/Correctional Health Services. Amy-Monique is responsible for overseeing the administrative operations for CHS clinics, pre-arraignment screening, and forensic psychiatric evaluation programs. She holds a Bachelor of Arts degree from North Carolina Central University and a Master of Social Work degree from Fordham University.

Senior Director of Risk Mitigation and Management

Jonathan Wangel is the Senior Director of Risk Mitigation and Management for NYC Health + Hospitals/Correctional Health Services. Jonathan is responsible for health information and risk management, patient relations, litigation coordination, oversight compliance, as well as employment, labor relations, and disciplinary matters. He holds a Bachelor of Science degree in Criminal Justice from Saint John’s University and a Juris Doctorate from New York Law School.
