Community Advisory Board

Born in Harlem and raised on the Upper West Side, and currently a resident of her beloved Harlem, Joyce M. Rivers-Clark brings a lifetime of dedicated public service and deep neighborhood roots to her leadership as Chair of both the NYC Health + Hospitals/ Gotham Health, Sydenham and system-wide Council of Community Advisory Boards (CABs). In these roles, she ensures that community voices directly shape local health care delivery.

Joyce’s extensive public service career includes leadership roles across city agencies, including the Bureau of Child Welfare, the Department of Homeless Services, and the Medical Assistance Program, where she served as Kings County Borough Manager. While working at DHS she managed critical shelter, food, and transportation contracts, participated in street outreach, and received the 100 Year Association of New York’s Isaac Liberman Public Service Award.

Holding degrees from Boricua College and Joseph Murphy Institute, Joyce was also the 2026 valedictorian for the Christian Bible Institute and Seminary. Her leadership and approach to healthcare advocacy are driven by her faith and deep-rooted care for others. Before becoming CAB Chair, she served as the Sydenham CAB’s Hospitality Chair, embodying her values and demonstrating her commitment to those in need.

Today, Joyce remains deeply invested in community health and wellbeing, youth safety, and violence prevention. As a church deacon and volunteer with Harlem Mothers Stop Another Violent End, she works tirelessly to protect local youth and foster safer, healthier neighborhoods.
