NYC Health + Hospitals today announced that Dr. José A. Pagán, Chair of the Board of Directors; Svetlana Lipyanskaya, CEO of NYC Health + Hospitals/South Brooklyn Health; Christopher Mastromano, CEO of NYC Health + Hospitals/Jacobi and North Central Bronx; Dr. Jasmin Moshirpur, former Chief Medical Officer of NYC Health + Hospitals/Elmhurst; Dr. Talya Schwartz, President and CEO of MetroPlusHealth; and Dr. Mitchell Katz, President and CEO of NYC Health + Hospitals, were recognized by PoliticsNY and amNY Metro’s ‘2024 Power Players in Health Care.’ The list celebrates health care leaders working tirelessly to uplift all New Yorkers and help them lead longer, healthier lives. The recognition list is part of a monthly series by PoliticsNY and amNY Metro on New York’s ‘Power Players,’ including business executives, educators, government affairs experts, and nonprofit directors.
José A. Pagán, PhD, is Professor and Chair of the Department of Public Health Policy and Management in the School of Global Public Health at New York University. He is also Chair of the Board of Directors of NYC Health + Hospitals, the largest municipal health care system in the country. He has led research, implementation, and evaluation projects on the redesign of health care delivery and payment systems. Dr. Pagán is a member of the National Academy of Medicine. He was a member of the Board of Directors of the Interdisciplinary Association for Population Health Science and the American Society of Health Economists.
Svetlana Lipyanskaya, MPA, FACHE, is the trailblazing first woman to lead the executive team at NYC Health + Hospitals/South Brooklyn Health. She has expertly navigated the hospital through the challenges of COVID-19 and its recovery while launching a state-of-the-art inpatient facility. By securing essential funding for critical infrastructure projects, she is reshaping access to health care in the community. Her bold strategic vision prioritizes the development of comprehensive medical and behavioral ambulatory services, truly embodying the NYC Health + Hospitals mission. A recognized leader, Svetlana is featured in City and State’s Brooklyn Power 100 and honored by Becker’s Hospital Review and was celebrated on the NY State Assembly floor for her transformative impact on health care.
Christopher Mastromano is CEO of NYC Health + Hospitals/Jacobi and North Central Bronx, and holds over 35 years of progressive experience in hospital operations and patient care administration. Mr. Mastromano oversees a budget of more than $950m and over 4,000 staff. Under his leadership, both facilities were merged into a single hospital- two campus model, supporting Bronx residents with high-quality health care. He previously served as COO of NYC Health + Hospitals/Gotham Health, Gouverneur.
Dr. Jasmin Moshirpur is Dean Emeritus and Professor of Obstetrics and Gynecology at the Icahn School of Medicine at Mount Sinai. Formerly the Chief Medical Officer at Elmhurst and Queens hospitals, she pioneered women’s preventive health care programs, the Cancer Center of Excellence, and a thriving midwifery program. She actively mentors women through Mount Sinai’s Office of Gender Equity. Her honors include the Jacobi Medallion, Glamour Woman of the Year, and Harvard College Iranian Association honoree.
Talya Schwartz, MD, is President and CEO of MetroPlusHealth and has served in that role since 2019. During her tenure, MetroPlusHealth has seen a 35% growth in membership and a five-star rating from NYS’s Consumer Guide. She spearheaded MetroPlusHealth’s transformation by insourcing its behavioral health services, overhauled its website and portals, modernized legacy technology, and expanded virtual visits to its 700k+ members. Her commitment to addressing the social determinants of health among New York City’s most vulnerable communities is the pinnacle of her leadership. She is a mother of two daughters.
Mitchell Katz, MD, is President and Chief Executive Officer of NYC Health + Hospitals. Dr. Katz has focused on advancing the transformation of the public health care system with numerous new initiatives to expand access to primary care services, reduce administrative costs, invest in more frontline clinical staff, and build financial stability. Previously, he served as the Director of the Los Angeles County Department of Health Services. Before he came to Los Angeles, Dr. Katz served as director and health officer of the San Francisco Department of Health for 13 years. He is a graduate of Yale College and Harvard Medical School. Dr. Katz also practices as a primary care physician.
